‘MAHIYA KA’ | Alvarez to Gascon: Hindi mo na ginagawa ‘yung trabaho mo, humihingi ka pa ng sweldo sa gobyerno

House speaker Pantaleon Alvarez explain the P1,000 budget for the Commission on Human Rights(CHR)





According to Speaker Alvarez, they just want to make CHR their mandate based on the Constitution. As budget providers each year, the Chamber just looks at whether the agency is doing their job.



“Hindi po tama na dahil constitutional body ka, yung CHR, ay pikit-mata na lang namin na basta bigyan namin sila ng budget.  Eh kung hindi nila ginagawa ‘yung tungkulin nila, bakit namin sila bibigyan ng budget?” Alvarez said.

The Constitution clearly states that the CHR needs to protect human rights of all citizens. “Hindi lang po kung ano ‘yung gusto nilang protektahan. Hindi po pwedeng selective dyan,” Alvarez said. 

CHR is the only human rights case against the police and war on drugs.“Yung Mamasapano, pagnag-kidnap ang mga NPA, ‘yung Abu Sayyaf, pinupugatan ng ulo ‘yung mga tao,  kinikidnap ‘yung mga turista… you do not see the CHR na mag-investigate.  Kailangan mag-reorient naman sila,” Majority Leader Rudy Fariñas said.



Alvarez also said that CHR Chair Chito Gascon was very shapeless after declaring that he would not leave the spot despite the fact that he has signed the agency


Alvarez clarifies that nothing personal about  how much they give a small budget to the agency.

“’Yung pagbabalik ng budget sa CHR, magde-depende yan doon sa ibibigay nilang programa. Ano ba ang programa niyo para magampanan niyo ang tungkulin niyo base sa mandato niyo sa saligang batas?” Alvarez said. 

If the CHR program looks good even Gascon will not resign, the agency's budget proposal could be restored just as money would be justified.
